A Rehabilitation Management Plan is a condition-based document prepared to satisfy development approval requirements under Queensland's planning framework. It specifies the vegetation management outcomes a developer must achieve to demonstrate compliance with environmental conditions attached to their approval. RMPs specify what must be achieved. Getting it done on the ground, on time and documented to the standard required, is where most projects succeed or fall over.
Cambium provides on-ground RMP implementation services. We work from the consultant-prepared plan to deliver weed control, native revegetation, establishment maintenance and compliance documentation under a single contract.
RMP implementation services
Systematic weed management targeting RMP-specified priority species. Initial site survey and mapping, staged treatment programs, treatment records with all required application details, and photo-point monitoring pre and post treatment. All chemical application by licensed operators.
Locally-provenant tubestock installed to RMP-specified densities with appropriate protection. Site preparation including soil conditioning, mulching and erosion control. Watering during critical establishment periods. Initial survival assessment at 3 and 6 months.
Regular weed control around plantings, plant replacement for mortalities to maintain specified densities, ongoing monitoring for new weed incursions, and adaptive management in response to monitoring findings. Coordination with supervising ecologist for any program adjustments.
Photo-point records from established monitoring locations at each visit, treatment logs with all required application details, plant survival and establishment assessments, progress notes against RMP milestones, and reports formatted for submission to local government or state agencies.
Five-stage delivery
Review RMP and approval conditions with project manager and supervising consultant. Site inspection against RMP baseline. Confirm species lists, treatment methods and reporting requirements. Agree program schedule. Establish photo-point monitoring locations.
Systematic weed control targeting RMP priority species. Treatment records commenced from day one. Initial photo-point baseline established. Report to consultant on site condition and unexpected findings. Schedule repeat treatments based on species biology and seasonal conditions.

Three patterns we see repeatedly
1. Inadequate weed control before revegetation. Planting into uncontrolled weed infestations wastes money and time. Plants fail to establish, weed cover returns, and you restart from zero. We sequence threat abatement properly before committing revegetation expenditure.
2. No establishment maintenance. Revegetation without ongoing maintenance rarely meets performance criteria. Weed competition, pest pressure and drought stress kill plantings that were healthy at installation. Our maintenance programs protect the investment through to sign-off.
3. Poor documentation from day one. Approval authorities need evidence of continuous management. Records assembled retrospectively don't satisfy reporting requirements. We document everything from the first site visit so nothing needs to be reconstructed later.

Frequently Asked Questions
Who prepares the RMP? Do you do that?
No. RMPs are typically prepared by a qualified ecologist or environmental consultant as part of the development application process. Our role is on-ground implementation once the RMP has been prepared and approved. If you don't yet have an RMP, we can refer you to qualified environmental consultants in SEQ.
Our RMP was prepared by another consultant. Can you still implement it?
Yes. We regularly implement RMPs prepared by third-party consultants. We work from the prepared document and report back to the supervising consultant as required by the program.
How long does RMP implementation typically take?
It depends on the scale of the project and the performance criteria specified. Invasive weed control programs may run for one to three years to adequately deplete seed banks. Revegetation establishment typically requires two to five years to meet performance criteria. We give you a realistic timeline assessment when we review your RMP.
Can you take over an RMP that's already underway?
Yes. We can review existing documentation, assess current site condition and continue implementation from the current stage. We'll be direct about what has been achieved and what remains to be done before sign-off.
Do you work with councils directly or only through consultants?
Both. We work directly with developers, project managers and councils, as well as under the direction of appointed environmental consultants. We're flexible about the engagement structure and will work with whichever arrangement suits your project.
