What is a Rehabilitation Management Plan?

A Rehabilitation Management Plan (RMP) is a condition-based document prepared to satisfy development approval requirements under Queensland's planning framework. It specifies the vegetation management outcomes a developer must achieve to demonstrate compliance with environmental conditions attached to their approval.

RMPs are commonly required for:

  • Extractive industry and resource projects

  • Large residential and industrial subdivisions

  • Infrastructure corridors and easements

  • Projects with significant vegetation clearing offsets

  • Sites with declared weed obligations under the Biosecurity Act 2014

  • Projects requiring biodiversity offset delivery

What RMP Implementation Actually Involves

Effective RMP implementation is more than planting trees and spraying weeds. It requires systematic, staged delivery matched to site conditions and development program, with documentation that holds up to regulatory scrutiny.

Threat Abatement - Weed Control

Before revegetation can succeed, weed threats must be adequately controlled. We implement targeted weed management programs based on RMP-specified species priorities:

  • Initial site weed survey and mapping against RMP species list

  • Staged treatment programs targeting priority declared and environmental weeds

  • Treatment method selection based on species biology, site conditions, and sensitivity

  • Repeat treatment scheduling to address regrowth and seed bank depletion

Native Revegetation Installation

Once weed threats are adequately controlled, we implement revegetation in line with RMP species lists and planting densities:

  • Site preparation including soil conditioning, mulching, and erosion control

  • Installation to specified densities with appropriate protection (tree guards, exclusion fencing where required)

  • Watering during critical establishment periods

  • Initial survival rate assessment at 3 and 6 months

Species selection follows SEQ Ecological Restoration Handbook guidance for appropriate regional ecosystem targets. We do not substitute species without consultant approval.

Establishment Maintenance

The period between planting and sign-off is where most revegetation projects succeed or fail. Establishment maintenance is non-negotiable:

  • Regular weed control around plantings to reduce competition during establishment

  • Plant replacement for mortalities to maintain specified densities

  • Ongoing monitoring for new weed incursions and pest pressure

  • Adaptive management in response to monitoring findings

  • Coordination with supervising ecologist for any program adjustments

Compliance Documentation & Reporting

Documentation is the deliverable that matters to your approval authority. We provide:

  • Photo-point records from established monitoring locations at each site visit

  • Treatment logs with all required application details

  • Plant survival and establishment assessments

  • Progress notes against RMP milestones

  • Species lists for weed detections and revegetation plantings

  • Formatted reports for submission to local government or state agencies

The RMP Implementation Process

Stage 1: Project Mobilisation

Why RMP Compliance Fails (And How We Prevent It)

Most RMP compliance failures come down to three issues:

1. Inadequate weed control before revegetation Planting into uncontrolled weed infestations wastes money and time. Plants fail to establish, weed cover returns, and you're back to square one. We sequence threat abatement properly before committing to revegetation expenditure.

2. No establishment maintenance Revegetation without ongoing maintenance rarely meets performance criteria. Weed competition, pest pressure, and drought stress kill plantings that were healthy at installation. Our maintenance programs protect your revegetation investment through to sign-off.

3. Poor documentation Approval authorities need evidence, not assurances. If your contractor hasn't been recording photo-points, treatment logs, and species data from day one, assembling a compliance submission becomes expensive and stressful. We document everything from the first site visit.

Frequently Asked Questions

Who prepares the RMP - do you do that? No. RMPs are typically prepared by a qualified ecologist or environmental consultant as part of the development application process. Our role is on-ground implementation of the RMP once it's been prepared and approved. If you don't yet have an RMP, we can refer you to qualified environmental consultants in SEQ.

Our RMP was prepared by another consultant - can you still implement it? Yes. We regularly implement RMPs prepared by third-party consultants. We work from the prepared document and report back to the supervising consultant as required.

How long does RMP implementation typically take? It depends on the scale of the project and the performance criteria specified. Invasive weed control programs may run for 1-3 years to adequately deplete seed banks. Revegetation establishment typically requires 2-5 years to meet performance criteria. We'll give you a realistic timeline assessment when we review your RMP.

What performance criteria are typically required for sign-off? Common criteria include percentage weed cover below a threshold, percentage native cover above a threshold, plant survival rates at specified densities, and absence of declared pest plants. Your RMP will specify the applicable criteria. We implement to meet them.

Can you take over an RMP that's already underway? Yes. We can review existing documentation, assess current site condition, and continue implementation from the current stage. We'll be upfront about what's been achieved and what remains to be done.

Do you work with councils directly or only through consultants? Both. We work directly with developers, project managers, and councils, as well as under the direction of appointed environmental consultants. We're flexible about the engagement structure.
